CPF Housing Grants: Eligibility and Amounts
First-timer families buying an HDB resale flat can stack three grants: the Enhanced CPF Housing Grant (EHG, income-tested, up to S$120,000), the CPF Housing Grant (up to S$80,000) and the Proximity Housing Grant (up to S$30,000). Stacked, eligible families can receive up to S$230,000 and singles up to S$115,000, confirmed by your HFE letter.
If you are a first-timer buying an HDB resale flat, three grants can stack. According to HDB and the CPF Board, eligible first-timer families can receive up to S$230,000 in total grants, and singles up to S$115,000. Here is who gets what.
Maximum scenario only: lowest EHG income tier, 2- to 4-room resale flat, living with parents or a child. Source: HDB / CPF Board.
The three resale grants
| Grant | Maximum (families) | Available for |
|---|---|---|
| Enhanced CPF Housing Grant (EHG) | up to S$120,000 | new flats and resale |
| CPF Housing Grant | up to S$80,000 | resale only |
| Proximity Housing Grant (PHG) | up to S$30,000 | resale only |
All three are paid into your CPF Ordinary Account to offset the flat price, not as cash in hand.
1. Enhanced CPF Housing Grant (EHG)
The EHG is the largest grant and the only one that applies to both new and resale flats. It is income-tested on a sliding scale: the lower your average gross monthly household income, the larger the grant, up to S$120,000 for families and S$60,000 for singles.
Key conditions (HDB/CPF):
- First-timer household.
- Average gross monthly household income at or below the EHG income ceiling - S$9,000 for families, S$4,500 for singles buying on their own.
- At least one applicant in continuous employment for 12 months ending two months before the HFE application, and still working at application.
- The flat must have more than 20 years of remaining lease; if the lease doesn’t cover the youngest buyer to age 95, the EHG is pro-rated.
- A couple made up of a first-timer and a second-timer is assessed for EHG (Singles) instead — up to S$60,000, based on half of the household income.
The exact amount is set by HDB’s income assessment in bands, so we don’t reproduce a tier table here - use your HFE letter or HDB’s official EHG calculator for your precise figure.
2. CPF Housing Grant (resale only)
For first-timers buying on the open market, the amount depends on flat type and citizenship:
| Buyer | 2-4 room flat | 5-room or bigger |
|---|---|---|
| Two Singapore Citizens | S$80,000 | S$50,000 |
| Singapore Citizen + PR spouse | S$70,000 | S$40,000 |
| Single buyer, or first-timer + second-timer couple | S$40,000 | S$25,000 |
A single first-timer buying on their own (Single Singapore Citizen Scheme) can buy a 2- to 5-room resale flat and receive up to S$40,000 (2–4 room) or S$25,000 (5-room). Singles buying on their own generally must be at least 35 (widowed or orphaned singles can qualify from 21). The CPF Housing Grant is subject to an income ceiling (for HFE applications from 24 August 2026: S$16,000 for families, S$8,000 for singles) — this is a grant ceiling, separate from the rules for buying the flat itself.
3. Proximity Housing Grant (resale only)
- S$30,000 if you buy a flat to live with your parents or children.
- S$20,000 if you buy to live within 4km of them.
- Singles receive half (S$15,000 / S$10,000).
- There is no income ceiling, and it can be received once.
How they stack
On a resale purchase a first-timer family can combine all three. HDB and the CPF Board put the maximum at S$230,000 for families and S$115,000 for singles, That maximum needs every condition at once: the lowest EHG income tier, a 2- to 4-room flat for the S$80,000 CPF Housing Grant (S$50,000 for 5-room or bigger), and living with parents or a child for the S$30,000 PHG (S$20,000 if you live near them instead). Most households get less.
Confirm your exact amount
The figures above are the published maximums and conditions (HDB/CPF, 2026). Your actual grant depends on a full income and eligibility assessment, reflected in your HDB Flat Eligibility (HFE) letter - apply for it before you commit to a flat. Grant rules and income ceilings are reviewed periodically.
