Renting an HDB Flat: Rules and Costs
To rent out an HDB flat, the owner must get HDB's approval, keep to the 6-month minimum tenancy per application, and stay within the maximum tenants for the flat type. Only Singapore Citizens who own Standard flats can rent out a whole flat; bedrooms can be rented from a 3-room or bigger flat. Non-citizen tenants face a block quota.
Renting an HDB flat — whether you are the owner letting it out or a tenant moving in — runs on HDB’s rules, not just the tenancy agreement. The essentials: HDB approval, a 6-month minimum tenancy, a cap on tenants, and a quota for non-citizen tenants.
Who can rent out a flat
Not every owner can let out a whole flat:
- Whole flat: the owner must be a Singapore Citizen — PRs cannot rent out their whole flat. Only owners of Standard flats may do so; Plus and Prime flats cannot be rented out whole. The flat’s minimum occupation period (MOP) must be met first.
- Bedrooms: owners of a 3-room or larger flat may rent out spare bedrooms, and may do so before the MOP, as long as they keep living in the flat.
Either way, the owner must register the rental and get HDB’s approval before tenants move in. Renting without approval is a breach that can lead to action against the flat.
Minimum tenancy and maximum period
Each tenancy must be for at least 6 months per application — HDB does not allow short-term or nightly letting. The maximum approved period is:
- Up to 3 years if all tenants are Singapore Citizens or Malaysians.
- Up to 2 years if any tenant is a non-Malaysian non-citizen (PR or foreigner).
How many tenants are allowed
The flat type sets the ceiling:

The cap does not apply if all tenants are from one family unit.
| Flat type | Maximum tenants |
|---|---|
| 1-room and 2-room | 4 |
| 3-room | 6 |
| 4-room and larger | 8 |
The cap does not apply where everyone renting the whole flat is from the same family unit. Bedroom rental is only available from a 3-room or bigger flat.
The Non-Citizen Quota
To keep estates mixed, HDB applies a Non-Citizen Quota (NCQ) when the tenant is a non-Malaysian non-citizen (PR or foreigner). If the quota for that block or neighbourhood is already reached, you cannot rent the flat or bedroom to such a tenant. Malaysians are excluded from the quota. Owners can check the NCQ for a block through HDB’s e-service before signing anything.
Costs to budget for
Beyond the monthly rent, a tenant typically pays a security deposit (market norm: one month’s rent per year of lease) and the lease stamp duty to IRAS. We break those down in tenancy agreement and deposit explained.
Quick checklist
- Owner eligible to rent out (citizen + Standard flat for whole-flat letting; 3-room+ for bedrooms).
- HDB approval obtained and tenancy registered.
- Tenancy at least 6 months; within the max period for the tenants’ status.
- Within the tenant cap for the flat type.
- NCQ checked for non-Malaysian non-citizen tenants.
