HDB BTO Launches: What to Know
HDB launches BTO flats three times a year — in 2026 in February, June and November (October was moved back). You need a valid HFE letter before applying, pay a $10 fee, and are balloted a queue number to pick a flat.
A Build-To-Order (BTO) flat is a new HDB home sold directly by the Housing & Development Board, usually at a subsidised price and with a fresh 99-year lease. HDB builds them against demand, so they are released in scheduled “sales exercises” a few times a year. This guide explains how those launches work in 2026 — when they happen, who can apply, and the steps from the HDB Flat Eligibility letter to a queue number. For whether a BTO or a resale flat suits you at all, see BTO vs resale.
How BTO launches are scheduled
Since 2024, HDB has held three BTO sales exercises a year (down from four), each a larger, more spaced-out launch, alongside one Sale of Balance Flats exercise. In 2026 the board set out to launch about 19,600 BTO flats across exercises originally planned for February, June and October.
Two of those have happened: February 2026 offered 9,012 flats in a combined BTO and SBF exercise, and June 2026 launched 6,952 flats across seven projects. The third exercise was moved from October to November 2026 so that buyers could obtain their eligibility letters under the higher income ceilings announced in August (more below). About a fifth of the 2026 supply — more than 4,000 flats — are Shorter Waiting Time (SWT) flats, with waits under three years, against a median wait of about four years for flats completed in 2025.
Who can apply
Eligibility turns on citizenship, age, income and property history:
- Citizenship: at least one applicant must be a Singapore Citizen (a co-applicant may be a citizen or PR). Singles buying under the single scheme must be citizens.
- Age: 21 or older to apply as a couple or family nucleus; 35 or older for a single buying a 2-room Flexi flat.
- Income ceiling: from 24 August 2026, the monthly household income ceiling to buy a new subsidised HDB flat (or to take an HDB housing loan) is $16,000 for families and $8,000 for singles aged 35 and above — raised from $14,000 and $7,000. Extended families have a $24,000 ceiling, with each family nucleus capped at $16,000.
- Property: you must not own, or have an interest in, private residential property, and generally must not have disposed of one in the 30 months before your eligibility application.
Step 1: get your HFE letter first
Before you can apply for any flat, you need a valid HDB Flat Eligibility (HFE) letter. It tells you upfront what you can buy, how much CPF housing grant you qualify for, and how large an HDB loan you can take. Key facts:

- The application has two steps that must be completed within 30 calendar days of each other, and every applicant and occupier needs a valid Singpass.
- Processing takes up to a month after HDB has all your documents — and longer in the weeks around a sales exercise.
- The letter is valid for 9 months from the date of issue.
Because of that lead time, HDB urges buyers to apply early. For the November 2026 exercise it asked buyers to submit all required documents by 25 September 2026.
Step 2: apply during the window
Once an exercise opens, you apply online through the HDB Flat Portal during the application period. A non-refundable administrative fee of $10 (inclusive of GST) is payable per application, by card or supported mobile payment. You may apply for one flat type in one town per exercise, so plan before you commit. It is not first-come-first-served — applying on day one gives no advantage over applying before the window closes.
Step 3: ballot and queue number
At the close of the application period, HDB runs a computerised ballot to set the order in which applicants are invited to book a flat. If you are successful you receive a queue number; a lower number means you choose from a larger pool of remaining units when your turn comes. There are usually more queue numbers than flats, so a high number may not lead to a booking.
First-timers and certain family profiles get a leg up through priority schemes, which set aside a share of each project’s flats:
- Parenthood Priority Scheme (PPS): up to 30% of supply for first-timer married couples expecting or raising children under 16.
- Married Child Priority Scheme: up to 30% (first-timers) or 15% (second-timers) for those buying near or with their parents.
- Third Child Priority Scheme: up to 5% for families with three or more children.
Standard, Plus and Prime
Since October 2024, every BTO project is classified by location as Standard, Plus or Prime, which changes the subsidy and the resale rules:
| Standard | Plus | Prime | |
|---|---|---|---|
| Location | Largest share of supply | Choicer locations | Choicest locations |
| Minimum Occupation Period | 5 years | 10 years | 10 years |
| Subsidy recovery on resale | None | Yes (rate set per project) | Yes (rate set per project) |
| Renting out the whole flat | Allowed, with approval | Not allowed | Not allowed |
| Resale buyer income ceiling | None | $16,000 | $16,000 families / $8,000 singles |
The classification is announced for each project at launch, so you know the MOP and resale conditions before you choose. A Plus or Prime flat sits in a better location with deeper subsidies, but ties you in longer and limits how you can sell or rent later. The MOP matters for your exit plan — see the Minimum Occupation Period.
Grants for BTO buyers
New-flat buyers draw mainly on the Enhanced CPF Housing Grant (EHG): up to $120,000 for eligible first-timer families and up to $60,000 for eligible first-timer singles, credited to your CPF to offset the price. The amount tapers with income, from the full $120,000 at an average monthly household income of $1,500 or below, down to $5,000 in the $8,501–$9,000 band, and nothing above $9,000. The Proximity Housing Grant and CPF Housing Grant are for resale buyers, not BTO. Check exactly what you qualify for in CPF housing grants: eligibility and amounts.

Financing the flat
An HDB housing loan needs at least one Singapore-citizen applicant and a household income within the ceiling. Since a 2022 cooling measure, HDB uses an interest-rate floor of 3% to compute how much you can borrow, even though the actual concessionary rate is 2.6% per annum; the HDB loan LTV limit is 75%, so you fund at least a quarter of the price.
